Bayfield-Ashland Counties EMERGENCY MEDICAL SERVICES COUNCIL MEETING MINUTES September 26, 2003 The September/Annual Meeting of the Bayfield-Ashland Counties EMS Council was called to order by Dean Hambrecht, President of the Council. The meeting was held at The Fore N Aft Restaurant just south of Bayfield. Everyone introduces themselves. COMMITTEE REPORTS: MDAC – Gary Victorson reported that the Medical Director Advisory Committee completed their review of the medical suggested operation guidelines (SOGs) including clearing of C-spines in the field, has been focusing on helicopter issues including development of possible Landing Zones (LZ) for Ashland County. Dorothy Tank has resigned as a member of MDAC. STATE ISSUES: FAP FUNDING - The State EMS Board is looking at distributing the training portion of the FAP (funding assistance program) funds directly to the ambulance services rather than paying the training institutions directly. They will take information on training from the last several years and make a service by service allocation based upon that information hoping to “keep everyone whole”. FIRST RESPONDER – The new medical first responder rules should be released for public hearing this fall. Those who wish to have input on the final rules will need to monitor those rules as they are released. RTAC – Regional Trauma Advisory Committees have been being formed throughout the state with proposed regions. The Lake Superior RTAC, covering the same counties as our Level A Hazmat response region, has met all the deadlines, and submitted its budget. We are waiting additional guidance from the state including trauma guidelines. Meetings continue to be the fourth Thursday of each month in Cable, now being held at the Cable Community Centre. ELECTION OF OFFICERS: The list of present officers was reviewed to include: Dean Hambrecht – President Gary Victorson – Vice-President Jan Victorson – Secretary Chuck Elton – Treasurer Nominations were made for each office with the incumbents being the only nominees. Nominations were called for three times. Motion made by Viola Friermood, seconded by Chuck Elton, to close nominations and cast a unanimous ballot for the incumbents. Motion carried. ELECTION OF MDAC MEMBERS: The Bylaws wording related to MDAC was reviewed. The list of present MDAC representatives was also reviewed to include: Chuck Elton – Washburn Tam Hofman – South Shore Rob Puhls – Great Divide Dorothy Tank - Glidden Gary Victorson – Iron River/Mason Jan reported having talked with Rob Puhls who would be glad to have someone else take his seat on MDAC. Dorothy Tank has resigned. Nominations for MDAC: Ron Brendalen – Mellen Chuck Elton - Washburn Tam Hofman – South Shore Peg Kman – Barnes Gary Victorson – Iron River/Mason Motion made by Del Jerome, seconded by Jan Victorson, to cast a unanimous ballot for the nominees as members of MDAC. Motion carried. The next meeting of the Council will be Thursday, October 30th in Mason. Motion made by Gary Victorson, seconded by Del Jerome, to adjourn the meeting. Motion carried. Meeting adjourned.
